In the morning of April 3rd 2022, Hai Duong People's Committee held a groundbreaking ceremony for the construction of East - West trunk road project and 2 intersections of Hanoi - Hai Phong expressway with provincial roads 390 and 392. Attending the groundbreaking ceremony were Mr. Pham Xuan Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Mr. Nguyen Manh Hien, Former Member of the Party Central Committee, Former Secretary of the Provincial Party Committee, Former Chairman of the Provincial People's Council; Mr. Le Van Hieu, Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Mr. Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Leaders from some Central Party building Committees; Comrades of Member of the Standing Provincial Party Committee; leaders of a number of Departments, Boards of Thanh Mien, Ninh Giang, Tu Ky, Binh Giang, and Thanh Ha - Hai Duong province. East-West arterial road construction project in Hai Duong province is funded from public investment capital from 2021 to 2025, with a route length of 36.5 km planned from 4 to 6 lanes, Level III road size, with a total investment of nearly VND 1,500 billion and completion time from 2022 to 2024.

The East - West arterial road of Hai Duong province plays an important role in the socio-economic development of the province. When being formed completely, the province's East - West arterial road will be the main traffic route linking the southern districts of Hai Duong province and Phu Cu district (Hung Yen). The route will also connect important external traffic arterial roads such as the Hanoi - Hai Phong highway, national highway 38B, national highway 37 with the provincial road networks such as road 393, 391, 396, 392B, etc.

This road will reduce vehicles through routes with high traffic density, contributing in the limitation of traffic accidents, shortening travel time from the southeast area of Hai Duong city to Hung Yen province. Especially, the completion of East - West arterial road will create favorable conditions to develop special economic zone in Hai Duong province in the future.

The construction project of Hanoi - Hai Phong Expressway Interchange with provincial road 392 in Binh Giang district, with a total investment of VND 321 billion, is sponsored by Hoa Phat Group Joint Stock Company. The construction project of the Hanoi - Hai Phong Expressway Interchange with provincial road 390 in Thanh Ha district, with a total investment of VND 350 billion, is sponsored by KinhBac City Development Holding Corporation.

KinhBac City Development Holding Corporation voluntarily allocates its budget to organize, implement and complete the construction of the entire interchange project connecting provincial roads 390, Thanh Ha district with Hanoi - Hai Phong expressway. The starting point intersects with provincial road 390 at km1+956; the ending point connects to Hanoi - Hai Phong expressway at km70+660 (coincides with the location of the finished land-clearance intersection of  Hanoi - Hai Phong expressway project). The scale of the project includes main items such as an overpass for Hanoi - Hai Phong highway with a width of 15.5 m; 1 underground culvert and 3 km of roads. The project has a total investment capital of VND 350 billion. VIDIFI is responsible for the toll collection system.

Speaking at the groundbreaking ceremony, Mr. Trieu The Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Hai Duong Provincial People's Committee emphasized: When these above three traffic works are completed, a smooth traffic belt will be formed, creating favorable conditions for inter-regional connectivity and they will also be the lifeblood of socio-economic development of Hai Duong province as well as neighboring provinces. In the near future, the vast land in the south of Hai Duong province will be developed to its full potential. Especially, big investors and huge corporations will discover new investment opportunities and, bring added values to this land.

The two intersection projects of Ha Noi - Hai Phong expressway with provincial roads 390, 392, which has already implemented from the social capital, has already actualized the policy of Hai Duong province.
